SAP PRISM HR Business Process Owner December 2007 up to present
General Functions:


In the context of PRISM HR implementation and rollout, under the overall supervision of the PRISM Deputy Project Manager, and in direct supervision of the PRISM HR Business Process Owner Lead, the incumbent is responsible for the development, testing, deployment, maintenance and end user support for the PRISM modules of personnel administration, organizational management, e-recruitment, payroll and self service. Specific duties and responsibilities of the incumbent are as follows:


• Provide consistent and comprehensive information and assist in the documentation of business processes and information flow as input for the implementation of the SAP module(s); and assist in the coordination the implementation of a revised or new business process with internal HRM teams.

• Analyze business requirements and in redesigning process and procedures in the context of the implementation of PRISM HR.

• Analyze gaps between functions of the SAP standard product, and/or business processes, and propose solutions for identified gaps.

• Assist in mapping and updating configuration settings of master data within relevant SAP modules, and in acquiring knowledge to support ongoing maintenance tasks with respect to master data.

• Participate in data migration and cut-over activities for compiling and cleansing master, and transactional data, ensuring validity and quality of data, and validating result of upload activities.

• Elaborate end-to-end business scenarios for testing and implementation.

• Participate in compiling end-user training material and manuals, and conduct end user training as necessary.

• Participate in unit, system and sign-off user acceptance test, as well as proactively promote knowledge transfer and exchange among other IOM Business Process Owners.

• Assist in the preparation of any rollout activities such as site-specific data preparation and collection of local requirements.

• Troubleshoot end user issues, provide inputs to enhance helpdesk support and provide Go-Live support.

• Has in depth knowledge in Organizational Management & Personnel Administration module of SAP. Knowledgeable in Employee Self Service (ESS), Manager Self Service (MSS), E-recruitment, RMO workplace & payroll.

SAP PRISM / IT Functions:

the development of the new HR system PRISM based in SAP.
Under the overall supervision of the ERP Project Managers and the direct supervision of PRISM coordinator in Geneva Headquarters, i have assisted in the development, testing and implementation of the Human Resources Management System (HRMS) including personnel administration, management, and self service in the context of implementing SAP. In particular :

1. Create test plans for each of the defined stages of the ERP implementation.
2. Participate in unit and system testing.
3. Conduct end user training in the field missions
4. Maintain required project documentation such as user manuals
5. Troubleshoot end user issues and provide helpdesk support
6. conduct the end user training for the HR PRISM roll out of the field staff in Jakarta, Indonesia.
7. conduct/facilitate training for SAP Portal which includes, ESS, MSS, E-Recruitment, RMO workplace, timekeepers workplace.


Duty Travel outside the country

Apart from the duty at the Headquarters in Geneva, I have been assigned on a temporary duty to Bangkok and Jakarta to conduct the end user training for the PRISM Employee Self Service. I conducted the end user training to all International Officials and the Regional Representative posted in IOM Mission with Regional Functions in Bangkok. My temporary duty in Jakarta is due to the missions implementation of payroll and personnel administration through PRISM based in SAP. I have conducted the training to the Administrative and Finance person in IOM Mission in Jakarta and Banda Aceh.
Recently, I have traveled to Pretoria, South Africa to facilitate and conduct the PRISM Employee Self Service to RMO’s of Africa and the Middle East region.


STAFF ADMINISTRATION FUNCTION

Under the general supervision of the Head of Human Resources Operations in Manila, performs a variety of relatively complex duties related to Human Resources and Payroll of all Officials and Associate Experts (AEs) worldwide as well as employees in HQ.

1) Responsible for all the administrative formalities involving, but not limited to the following major areas:
a) Hiring
b) Rehiring
c) Extension of appointment
d) Transfer
e) Promotion
f) Separation
g) Entitlement/Benefit Availment

2) Plan and manage the administrative formalities of the recruitment process (whether short or fixed term). Calculation of grades/steps according to remuneration in the previous post, summary of emoluments, discussion with future staff member of the EOD (entry on duty) date, taking into account personal concerns which staff member may be encountering and thus anticipating problems.

3) Instruct future staff members on different administrative requirements prior to confirmation of contract. Oversee and ensure timely carrying-out by different service units of the requirements such as medical clearance, booking of transport, security clearance and visa obtainment. Handle personal requirements of staff members (living arrangements for family in cases of assignment to hazardous duty station, etc.

4) Ensure all Official/AE/employee movements are fully coordinated with Senior Officials, Supervisors, RMO’s as well as with different departments such as Budget, Health and Insurance, Staff Travel and Security.

5) Administer, update and maintain the HRMS entries and ensure its completeness and accuracy.

6) Collaborate with IT Programmer in addressing problems encountered in the HR system and ensure resolution thereof.

7) Resolve concerns raised by Officials/AEs/employees affecting their conditions of service and entitlements among others.

8) Control and authorize entitlements in accordance with policies and/or precedents.

9) Identify, analyze and recommend solutions to personnel problems by adapting practices and policies in order to meet new requirements of the Organization resulting from its diversification. This implies the conciliation of donor requirements, client needs and IOM’s operational/administrative imperatives.

10) Recommend solutions to situational HR concerns affecting Officials/AEs/employees at own initiative.

11) Verify, check, and review monthly payroll journal of Officials/AEs/employees.
12) Ensure completeness and accuracy of monthly payroll before final run.

13) Authorize payments and instruct Payroll/Treasury by detailing amount due and modalities of payment as well as their time frames.

14) Calculate summary of emoluments, new take home pay, cost estimates to IOM, interim allowances, short term salaries, benefits such as educational grants, rental subsidy, medical insurance premium among others.

15) Review and analyze attendance records in coordination with the Time Administrator as affecting leave balance payment.

16) Identify issues that need to be addressed through changes to rules, policies and procedures.

17) Organize and provide briefings to international staff, experts, and HQ employees on basic HR procedures and requirements with respect to entitlements, conditions of service and administrative procedures such as: submission of claims, issuance of travel applications and authorizations, monitoring of attendance records, salary and social security entitlements, explanation of IOM structure, payments and other requirements relating to personnel and payroll.

18) Train and supervise junior staff on HRMS maintenance, application of rules and procedures.

19) Recommend performance evaluation of junior staff.

20) Ensure that HRM in HQ is kept informed of issues requiring action in Geneva, including liaison with the UN Credit Union, changes in the dependency status of staff stationed in Geneva requiring that the Swiss authorities be informed etc.

21) Prepare monthly Staff Matters and Organizational update and ensure accuracy of the information.

22) Conduct system testing and collaborate with SAP Functional analyst on the desired results.

23) Troubleshoot end user issues and provide helpdesk support.

24) Conduct training to Resources Management Officers of the field missions pertaining to the Personnel Administration and implementation of the PRISM Employee Self Service based on SAP.

25) Perform other related duties as may be assigned.


ASSOCIATE EXPERTS

26) Serve as focal point for Associate Epxerts for all issues related to performance management .

27.) Liaise and coordinate with the donor government and agencies on related to budget and performance of the Associate Experts.

27.) Coordinate with Accounting Support for the review and monitoring of financial statements for the Associate Experts to be submitted to the donor government.
